The Building Blocks (“BBs”) and their component activities provide a complete guidance framework to support networks of members to develop enhanced preparedness and access risk-based financing from the Start Network financing facilities. Together, the BBs constitute a toolkit or set of pathways that members can use to identify their priorities in terms of risks and financing, and build systems that meet them. Overall, the Building Block framework intends to provide a guide to identifying the steps involved, and outcomes needed, in the development of a technically viable system.
